Sixteen companies chosen for $17.1B defense intelligence contract

The deal, a five-year indefinite-delivery/indefinite-quantity multiple-award contract, is called Solutions for Intelligence Analysis 3 and will require companies that win individual task orders to provide worldwide coverage, support and assistance to DIA.

Twenty-nine companies bid for inclusion on the contract, with sixteen chosen: BAE Systems, Bluehawk LLC, Booz Allen Hamilton, CACI Inc., Calhoun International, Celestar Corp., CSRA LLC, Edge Analytic Solutions, Flucrum IT Services LLC, Invictus International Consulting, Leidos, Mission Essential Personnel LLC, Preting LLC, SOS International LLC, The Buffalo Group and Vencore/Perspecta. Of the sixteen, the Pentagon reports that six qualify as small businesses.

Work under the contract -- providing "timely, objective and cogent military intelligence to warfighters, defense planners and defense and national security policy makers, all vital to the security of the U.S. -- will be conducted at contractor and government facilities in the U.S. and around the world.

A request for proposals for SIA 3 was issued in 2018, with the Virginia Contracting Authority, which awarded the deal Monday, in late 2017 reaching out to industry to determine if there were enough appropriate firms to meet requirements for the work.

"Given the complexity and technical nature of the agency's programs, a high level of analytical intelligence expertise, tradecraft, and mission area knowledge is important to provision the most accurate and highest quality intelligence support possible," VCA officials said at the time.

The contract awarded Monday carries a base period of five years, but includes five one-year options, making the contract cover a period starting Aug. 5, 2019, and running through Aug. 4, 2029.

Each company was awarded a $1,000 guarantee with the contract award, and all future task orders will be issued competitively, the Pentagon said.
